the costs associated with data processing, mobilization of resources and doing the paperwork to hunt down the cars and owners has to be much larger than the benefit of getting a couple hundred of these cars on the road. Whatever the bureaucracy says about the legality of the cars in question, it's a waste of our resources to enforce these laws post-import. Any business would see this action as a bad use of resources, but the government doesn't take these things into account, they don't have to, their funds are practically limitless.
